Since there are 26 alphabets in English, and assuming the least possible case, there will be (2029/26 = 78 (+ 1(remainder))) inhabitants with same initial letter for the first name. Now, for each of the 78 inhabitants with same initial letter for the first name, there will be (78/26) = 3 inhabitants with same initial alphabet for the last surname. So, the least value of x is 3.
